Phil was born on Friday, April 19, 1963, at Timken Mercy Hospital in Canton, Ohio. He was a twin to Diane and the youngest of four children born to Lawrence Allen and Carol May Kennington Reichenbach. Active in the Boy Scouts of America, he earned his Eagle Scout award before graduating from Herbert Henry Dow High School in 1981.

After graduating from high school, Phil served as a full-time missionary for The Church of Jesus Christ of Latter-day Saints in the England Birmingham Mission from 1982 to 1984. His professional career began in psychology at Utah State Hospital in Provo, Utah, as well as at Wyoming State Hospital and Uinta County Mental Health Center in Evanston, Wyoming. After several years working in psychology, Phil chose to pursue law, earning a J.D. from the University of Utah (Salt Lake City, 1998). In 1998, he was admitted to the Utah State Bar and practiced as an attorney for 27 years.

Phil served faithfully in many volunteer positions in The Church of Jesus Christ of Latter-day Saints including service as a full-time missionary, Teachers Quorum Adviser, Ward Single Adult Committee Member, Stake Young Single Adult Committee Chair, Ward Assistant Clerk, Stake Assistant Clerk, and Bountiful Utah Temple Ordinance Worker. He also learned Spanish and attended a local Spanish ward to serve and fellowship with those members.

He had a lifelong passion for music, working as a part-time disc jockey during his college years, and enjoyed keeping up with the latest music trends.

Phil was preceded in death by his parents, Larry and Carol, and his brother-in-law, Duane Greenwood. He was survived by his son, Jacob of Centerville, Utah; his sisters: Kathy (Dave) Kinnaman of San Antonio, Texas; Cynde (Rex) Kline of Widefield, Colorado; and Diane (Ken) Barrow of Sugar Land, Texas; as well as several nieces and nephews.
