Jeffrey Milton Mann passed away peacefully at home on January 27, 2026, in Bountiful, Utah. He was born on May 2, 1956, in Salt Lake City, Utah.
Jeff was adopted into the loving home of Don and Betty Mann. He spent the first nine years of his life in Billings, Montana, a place he truly enjoyed. His family later moved to Bountiful, Utah, where Jeff graduated from Viewmont High School.
Following high school, Jeff served an LDS mission in French-speaking Montreal, Canada. He loved teaching the gospel and the people he served, a love that continued throughout his life as he helped hundreds of young men prepare for and serve missions.
In his youth, Jeff learned to play the piano and organ, becoming highly proficient in both. He shared his musical talents generously, serving as a ward organist and blessing many with his music.
Jeff worked for many years as the Assistant to the Chair of Anesthesiology at the University of Utah, where he was respected for his dedication and service.
He developed a deep appreciation for his Scottish heritage, which led to a lifelong passion for bagpiping. Jeff became heavily involved in the piping community, serving for over 30 years as Chairman of the Alliance of North American Pipe Band Association. He also held numerous leadership positions within the Western United States Pipe Band Association and eventually served as its President for many years.
On June 21, 2005, Jeff married the love of his life, Lezlie Royce. He dearly loved his son, J.R. Bixler, and his daughter, Brandi B. Roberts, and cherished the many fun and meaningful times spent with them.
Jeff faithfully served in many church callings and was currently serving a service mission in music at the time of his passing. He had resided in Bountiful for 60 years, where he was known, loved, and respected by many friends and family members.
Jeff is survived by his beloved wife, Lezlie; his two children J.R (Courtney), Brandi (Justin); two grandchildren Tyler and Dalton Bixler; and many brothers and sisters and extended family members.
Funeral services will be held at 11:00 a.m. on Saturday, January 31, 2026, at the North Canyon 5th Ward, 2505 South Davis Boulevard, Bountiful, Utah.
Friends and family may visit on Friday, January 30, 2026, from 6:00 to 8:00 p.m. at Russon Mortuary, 295 North Main Street, Bountiful, Utah, or on Saturday from 9:30 to 10:30 a.m. at the church prior to services.
